Legislative requirements
Amendments to Federal Law No. 149-FZ came into force on 1 October 2023, establishing obligations for owners of websites and applications that use recommendation technologies.
Owners of such resources are required to:

publish rules for the use of recommendation technologies with a detailed description of the processes for collecting and analyzing data on user preferences;

provide contact information—the name of the organization or the owner’s full name, as well as an email address;

prevent the use of recommendation technologies for purposes that violate the legislation of the Russian Federation or citizens’ rights.
Violation of these requirements carries administrative liability, up to and including the blocking of the information resource by decision of Roskomnadzor.
